The Equatorial Guinea Remote Gaming Licensing Framework establishes the regulatory structure for online gaming operators, ensuring integrity, consumer protection, and compliance with international best practices. This framework is designed to attract reputable gaming businesses while safeguarding public interest.

2. Licensing Categories

Equatorial Guinea will offer the following types of remote gaming licenses:

  • Authorizes operators to offer remote gaming services directly to players.
  • Covers online casino games, online sports betting, and online lotteries.

3. Licensing Requirements

All applicants must comply with the following conditions:

  • All beneficial owners, directors, and key personnel must pass a fit-and-proper test.
  • Background checks, financial due diligence, and criminal record clearance are required.

3.4. AML & Responsible Gaming

  • Licensees must implement Anti-Money Laundering (AML) and Counter-Terrorist Financing (CTF) policies.
  • Responsible gaming tools, including self-exclusion and deposit limits, must be available.
  • Regular independent audits are mandatory.

3.5. Fair Gaming & Technical Standards

  • All gaming software must be certified by an approved testing laboratory.
  • Operators must ensure random number generators (RNGs) meet industry standards.

  • Proof of financial stability, including bank guarantees.
  • List of all key stakeholders and their qualifications.
